Expected behavior: Bar-codes present in pdf file are rendered correctly with two colors black and white.
Current behavior: Bar-codes present in pdf file are rendered with a red glow.

Thanks for the report, right evince is also the one who does the thumbnails in nautilus for pdf files, evince uses poppler as the pdf backend so i've reassigned it to that package. confirming also the behavior, will send upstream thanks for reporting.

But doesn't Okular use poppler as the pdf backend too and doesn't have this problem?

it's probably using splash and not the cairo backend.
