I am experiencing this issue and I found plymouthd process running when it should not be (at least it shuts down on my Aspire One netbook when GDM starts up).
The plymouthd process is so stuck that it is not possible for gdb to attach to it. It is not possible to kill plymouthd process with KILL signal as well.
Will try to do some stracing during the boot to find out what blocks it from exiting.
