I can confirm that this problem remains in the release version of Kubuntu 9.04 with only the regular packages installed. The "DSL" and "Mobile-broadband" tabs are greyed out in the network management plasmoid.
I tried installing the backports to get KDE 4.3, but the problem remains (and it's still as annoying).
As a workaround, PPPOE connections can still be established using pppoeconf and pon/poff/plog, but it's a pain in the ass to do this using the command line every time I plug in my laptop to my pppoe connection.
