I can confirm the workaround in comment #2 does work in an up-to-date lucid install. It installs "quassel-client-qt4" without pulling in any kde dependencies.
$ sudo apt-get install phonon-backend-xine --no-install-recommends then $ sudo apt-get install quassel-qt4
$ uname -a Linux mitch-lucid 2.6.32-16-generic #25-Ubuntu SMP Tue Mar 9 16:33:52 UTC 2010 i686 GNU/Linux
