Jonh: you are right, as long as the bug also includes the task "Make sure user's PATH contains ~/bin by default" :-)
My point is that putting personal binaries and scripts in ~/bin is a long-time Unix thing (as far as I am aware) and it should work by default in Ubuntu. I don't see any security or other problems with permitting it.
