I confirm that this bug takes effect even when no OO documents have been opened other than a blank one to tweak the memory settings.
Two fresh installs of Lucid - one Desktop and one Netbook Remix.
Enable Quickstarter - Shutdown/Restart menu options give the splash screen - "Are you sure you want to etc etc..." and then nothing happens.
Disable quickstart, everything's back to normal.
