Not sure if this is the same bug or not. I have the same problem with OO3.1 ubuntu 9.10, with "Visual effects" off it's pretty slow/sometimes not responding. with "Visual effects" on OO is unusable. I've just switched off "Anti aliasing+hard acc" and seems to be working fine
