Looks like it might just be we need to update that help page. These instructions helped me get this work

The key may be to press Ctrl to make it move the cell, 3.2.1rc from Oracle seems to let you move it with just a mouse click and hold, but 3.2 in Ubuntu seems to require the Ctrl or Shift key.
