In my case, it is not consistent within OO applications. I am a natural from Brazil and I use a Brazilian keyboard layout, but that's the only thing that identifies me to my first language - Ubuntu, Gnome, OO are all installed in English (no Portuguese applications at all) and I currently live in Switzerland. OO Writer has the right keyboard shortcuts (English), while Impress has Portuguese ones (crtl-S = underline).
