You are correct about the new issue of 2D and 3D acceleration sluggishness.
The 2D sluggishness in scrolling for instance can clearly be seen like this:
open synaptic and try to scroll the package list with mouse.
However, this may not be a driver issue after all.
At least NVidias Aaron Plattner claims it is merely a regression in xserver 1.9.
Anyway, threre was no scrolling sluggishness issues in xserver 1.9 with the NVidia drivers 256.44.
It worked very fluently.
