To futher comment #32, I think the point here is to distinguish between systems where
1. unpriveledged users should NOT be able to connect to or change which network a computer is connected to --like servers, and
2. systems where an unpriviledged user SHOULD be able to change which network a computer is connected to --like workstations managed by one person, and used by another. That is, an admin sets up the networks, but the user should be able to select which network to use in a given context, since there is no one else using the machine (in most use cases).

I don't see these both fitting nicely under one default; is there a setting somewhere that we might be able to utilise to switch between machines where admin wants unpriviledged users to be able to connect to the network, and machines where admin doesn't? Otherwise, it would seem we'll make one or the other upset.
