I think this is caused by the (insane, IMO) patch for bug #191889 here: http://bazaar.launchpad.net/~ubuntu-branches/ubuntu/trusty/network-manager/trusty/view/head:/debian/patches/lp191889_always_offline_with_unmanaged_devices.patch
