The problem is that networkmanager overwrites the routes from openvpn. So both commands are wokring as root, because networkmanager do nothing in this case.
My fix is that networkamanger configures his settings and 15 seconds later openvpn overwrites the settings from networkmanger, (when there is some route to set).
