I just installed the mozilla-thunderbird-locale-de and it works fine for me.

Which version of mozilla-thunderbird and m-t-locale-de do you have installed?
The working ones for me are mozilla-thunderbird at 0.9-6ubuntu1 and mozilla-
thunderbird-locale-de at 0.9.dfsg-1ubuntu1.
