I can confirm this, exactly the same error on an up-to-date Feisty box.

The same error also occurs in the /var/lib/dpkg/info/monotone-server.postinst . By altering the shebang of both files from #!/bin/sh to #!/bin/bash, installation runs without problem.

monotone (0.35-2ubuntu1) gutsy; urgency=low

  * debian/monotone-server.config: use /bin/bash instead of /bin/sh. (LP: #90986)
  * debian/monotone-server.postinst: remove bashisms.
  * Modify Maintainer value to match the DebianMaintainerField
    specification.
