I don't want to suggest it as any kind of "official" fix, but I *DO* produce Mono backports for Hardy on my PPA - I'd be curious if someone still experiencing problems still finds they experience problems with Mono 1.9.1 from there. If not, then given the packages are sourced from the current Ubuntu+1, it certainly would suggest the problem is only in the standard Hardy packages (and not in later releases)
