I think you are right and this was what Pauli tried to fix in http://cgit.freedesktop.org/mesa/mesa/commit/?h=mesa_7_6_branch&id=284a7af274bc148f112bd0ebb40583923ee26b49 but it got reverted in http://cgit.freedesktop.org/mesa/mesa/commit/?h=mesa_7_6_branch&id=13b5a624b1899c457279907d58046dfb3c95addc because of https://bugs.freedesktop.org/show_bug.cgi?id=24131

The root cause has not been found and these commits just exposes it at different places. If you find out anything, please post in the upstream bug where the developers see it.
