Also affects me.

I have HP PB 4720s laptop with 05c8:0403 Cheng Uei Precision Industry Co., Ltd (Foxlink) webcam.
And the cam is totally not usable because every 15-20 seconds video freezes forever (until I restart it).

I have only this:
"libv4l2: error dequeuing buf: No such device"
