First, I'd recommend trying to disable SWAP completely - it might help:

$ sudo swapoff -a

If you compile your own kernel or your distro hasn't enabled them for you, here's the list of the options you need to enable:

BLK_WBT, enable support for block device writeback throttling
BLK_WBT_MQ, multiqueue writeback throttling
BLK_WBT_SQ, single queue writeback throttling

They are all under "Enable the block layer".

If disabling swap and enabling these options have no effect, please ***create a new bug report*** and provide the following information:

CPU
Motherboard and BIOS version
RAM type and volume
Storage and its type
Kernel version and its .config

And also the complete output of these utilities:

dmesg
lspci -vvv
lshw
free
vmstat (when the bug is exposed)

cat /proc/interrupts
cat /proc/iomem
cat /proc/meminfo
cat /proc/mttr
