This bug was fixed in the package pm-utils - 1.2.2.4-0ubuntu4

  * debian/45iwlist: force a rescan of essids on all wireless networks on
    resume, to work around the kernel's wrong idea of the age of networks
    detected prior to suspend. LP: #336055.
