I tried this on a PowerEdge 2650 and I this definitely is a timeout issue, please edit your grub boot line and add rootdelay=60, So in your grub file this will be something like:

kernel /boot/vmlinuz-2.6.27-server root=UUID=e490XXXXXXXXXXXXblahblahXXXX ro rootdelay=60 quiet splash

I think this has to do with the Embedded AIC-7899 SCSI controller.
