Confirmed on 2.6.28-15 with the following dongle:

Bus 004 Device 002: ID 0a12:0001 Cambridge Silicon Radio, Ltd Bluetooth Dongle (HCI mode)

I can pair a device using the dongle, but any time I attempt any kind of communication, I get the timeout.
