I have tried what you suggested on 2009-03-29: The result was:

ian@******:~$ sudo hciconfig -a
hci0: Type: USB

ian@******:~$ sudo hcitool scan
Device is not available: No such device

with both my USB dongles, either straight away or after unplugging and plugging back in.
