Fedora kernel is kept in CVS - patches are at http://cvs.fedoraproject.org/viewvc/rpms/kernel/devel . The key will do nothing unless you have the rfkill-input module loaded. We've tracked down the issue with it failing to work on boot - I'm getting a fix into rfkill upstream now.
