I am experiencing the same problem.

dmesg

I have libv4l-0 and:
LD_PRELOAD=/usr/lib/libv4l/v4l2convert.so skype
did not help.

It was working fine under 8.04.

before I find this.

Please do let me know if there is anything I might do to help fix the problem.
