I thought I'd chime in as well. This bug is old, seeing as how Bug #54273 is essentially the same bug. However, I have not been hit hard by this bug until today, under:

My symptoms are a bit strange, though: I have no problems with my usb-2.0 external harddisk, but instead, Ubuntu fails to recognize my (usb-1.1) mouse until I unload the ehci module. Also, after various plug-in-and-out attempts I had my mouse activated, but pressing ctrl+alt+f7 to return to X caused an USB reset on all hubs, and killed my mouse again. By now, I'm guessing it's a timing-related issue, seeing as how a VT switch always causes a 2-second hang on my machine (I'm using the radeon driver, not fglrx). I'm not familiar with the usb protocol specs, but is it possible that the ehci driver sometimes fails to respond in a timely fashion?

I'm attaching my lspci output. Needless to say, I have not changed any hardware since the last kernel upgrade. I did before have issues with my mouse not activating after a reboot, but that was always fixed by a plug-out-and-in sequence. Until the last update, that is.
