No. There are some fairly common cases where USB 1.1 just won't do.
External disks are one example, videocameras are another. And anyone
doing regular big backups on a memory stick are yet one more. In these
cases, not having USB 2 just means that you cannot do the job.

This makes it clear that for some (not negligibly small) classes of
users USB 2 is a must, and for some other ones, suspend is a must. It
could be that the intersection of the two is not negligible either.
Anyway, if one is obliged to choose whether USB 2 or suspend should
work, then better letting the user choose.
