This should not be handled in modprobe options, since those modules may well be compiled in in future.
In particular, your patch would mean that anybody with a UHCI USB device will end up with ata_piix loaded!
You can express exactly the same requirement with a dependency in the module, though I'm sure you realise it's entirely bogus.
