I can confirm the patch has worked correctly on my hardware, out of a fresh 7.04 DVD installation:

BTW, this is a ASUS TUSI motherboard (Socket 370).

I don't know if there are any side effects to this patch as I have just applied it.
This has been a real showstopper for me :(
