Dimitrios: I have retested this with the latest Jaunty (development branch) Live CD and the fault remains similar to my original report with Hardy.

Run users-admin GUI from terminal...

Users Settings box remains blank
Manage Groups box remains blank
Unlock button greyed out with tip "This action is allowed"

Xubuntu 9.04 Live CD on AMD-K6 terminal output while adding user "test" via GUI...

Note that no users are visible in box before or after adding user "test".

However, home directory for user "test" is now created BUT...
cat /etc/passwd now shows only users "root", "ubuntu" and "test".
cat/etc/group now shows only groups "root" and "ubuntu".

Numerous users and groups have disappeared from /etc/passwd and /etc/group after adding user "test" via users-admin GUI.

sudo capability is now lost.
