can't add new language

Bug Description
I'm trying to add an additonal language in System -> Administration -> Lanaguage support, by clicking Install / Remove languages. I click on the desired language (say, Hungarian or Japanese or both), then click on 'Apply Changes'
after this, the window is grayed out, and a spinner starts - but will never stop. there's no package download / progress bar window appearing (which i'd expect), nothing. the spinner just goes on forever, like over 10 minutes, and nothing happens. there's no system load either at this time - it seems to be blocking on something.
I'd expect this to 'just work'

This happened to me too. I tried to install Spanish and Esperanto, but it didn't seem to be doing anything.
