This is a feature not a bug. We want to avoid having two separate images for Netbook and Desktop but rather offer one image which selects the appropriate workspace for the machine it runs on. You can swap workspace after install through System Settings. This is specified in https://wiki.kubuntu.org/KubuntuMaverickPlasmaNetbookConfig
