In a Kubuntu meeting some time ago we were discussing the possiblity of adding a partiton manager and/or editor with the default installation. It was argued that the average user will hopefully not need those applications. Indeed one can do harm way too easily.

Anyhow. As for the parition editing on the live cd in specific... Kubuntu is not a recovery or disk formating distribution, there are others that are much more suited for those tasks (e.g. gparted live) and if necessary one can actually install a partition editing application in a live session.
