I think this bug is not a duplicate of bug #263602.
Yes it happens with all MP3 files.
I think i have discovered that problem starts after installing libarts1-xine.
Amarok and kaffeine request MP3 support installation, but they dont do anything becouse MP3 support (xine) is already installed.

In ordor to can play again MP3 files i have to follow all these steps:
Disable hardy-updates and hardy-security repositories.
Purge all related xine packages.
Install xine packages version 1.1.11.1-1ubuntu3 (hardy). And install amarok and kaffeine again (they were removed becouse they depend of xine).
At this point I can play MP3 again.
Now I can upgrade to libxine1 1.1.11.1-1ubuntu3.1 from hardy-updates/hardy-security and MP3 continues playing well.

Now if I install libarts1-xine, MP3 playing result broken.
