Comment 8 for bug 449260

No it's not about the window not showing when you click on the alert in the indicator applet, this is about not knowing that you have a chat message available. I don't care if it blinks, but the behavior as it is now causes chats to go unanswered.

Is there a more appropriate place for me to raise this issue?
