I've added a new user to ensure a default configuration. Then, after holding down the Shift key for 8 seconds, the PC speaker beeped and a dialog appeared to confirm I wanted to enable slow keys. So, maybe our problem comes from a previous default configuration.

Paulus, is your KDE configuration from a previous Ubuntu or Debian version?
