A ffe should be granted for this because this version is listed as an external dependency for GNOME 2.31.x, according to this page: http://live.gnome.org/TwoPointThirtyone/ExternalDependencies, the minimum version of gupnp-vala required is 0.6.11. Granting an exception for this package would ensure that we maintain compatibility with other GNOME packages, and meet the minimum expected requirements for shipping 2.31.x
