1) Both GTK2 and QT have implemented built-in Save as PDF support in their printing dialogs, which is what the initial request for this bug really was asking for, thus the goal for this paper cut has already been reached a couple of Ubuntu releases ago.

2) It has nothing to do with CUPS-PDF anyhow, so this is the wrong package to assign it to.
