The same problem for me. I have an Ide hd and an ata hd. My ata is /dev/sda and my ide /dev/hdb. Ubuntu create device.map:

(hd0) /dev/hdb
(hd1) /dev/sda

But really my bios hd order is:

(hd0) /dev/sda
(hd1) /dev/hdb
