By chance do you have an Nvidia graphics card. My test machine was doing the same thing. gnome-system-monitor using high 90% switching to resources tab would spike it to 100%. I did not have the nvidia drivers enabled. Once I enabled them and rebooted my system has stabilized..... gnome-system-monitor currently running around 5-8%.
