I can confirm this bug with xorg-server-1.6.1.901-r3 and xf86-input-evdev-2.2.2 without hal on Gentoo distribution. In particular the Left, Down and End keys do not autorepeat at all. Also confirming that the workaround `xset r 113; ...' works for me.
However it is just a _workaround_. I suspect the keycodes 113, 115 and 116 are mistakenly considered modifiers and hence not autorepeated. This is suggested by the fact that these keycodes are assigned to RALT, RWIN and LWIN when using standard kbd driver (compared to Left, Down and End when using evdev).
I hope this observation will help someone more familiar with XKB conf files truly fix this bug.
