That's because you save your session (System -> Preferences > Session). You have to not save it and remove the saved one (~/.config/gnome-session/saved-session)
That's an upstream issue in gnome-session (please report it to upstream bugzilla), but not related to mutter. I had to patch the UNE session to avoid such an issue, but it's more a hack than anything else and don't want to generalize to the full desktop…
