Thanks for the patch/ppa. I tested the ppa version and it works well as long as all the icons are unlocked. It's still broken after restarting with locked icons.

Resolution change (e.g by a full screen program)...
* ... with some/all icons are locked: Ok
* ... with all icons unlocked: Ok

After restarting Ubuntu...
*... with some/all icons are locked: Broken
*... with all icons are unlocked: Ok
