I'm having the same problem. But I only noticed it for the last few upstarts, did never experience it frequently a month ago. I updated a few packages a couple of days ago, after which I started to notice this issue.

I have been running 9.10 (upgraded from 9.04) since it's public release. (Dell Latitude D630)

Restarting gnome-panel is a working workaround for me too.
