Teej: with all due respect, I'm not sure if upstream is appropriate for this since all indications seem to point to it being Ubuntu-specific. I'm really not sure about the "Triaged" state of this bug since we don't have steps to reproduce the problem.

I'm attaching a screencast of me playing with the panel under compiz, then under metacity. They have slightly different (and interesting) behavior.
