This seems like the most risky to me.

I can think of another option:

 * change the logout applet to display the shut down dialog instead of the
   log out dialog

advantages:
- no configuration changes required
- should be a very small code change

problems:
- makes the applet name counter-intuitive
- some people might use the log out option (but I think this is unusual on
  single-user systems), though we could add it to the shut down dialog
  (smaller change than modifying the log out dialog)
