There has been an update to the gnome-panel that has "mostly" fixed this issue.

But I have noticed that its only fixed after a period of time from start. I can reproduce this issue when the system has just recently started, but after a few minutes, the issue cannot be reproduced.

Peter, do you have the latest updates to the hardy beta?

I can only assume that its set to low because someone of importance hasn't changed the incomplete flag from when I didn't attach my strace, but only 3 of us have identified it.
