I can confirm the bug in Intrepid release using gnome-panel 2.24.1. This post suggests rebuilding the icons cache -- http://www.marksanborn.net/linux/speed-up-the-gnome-menu-and-fix-the-annoying-icon-delay/. However, even when I update the cache, after a logout and successive login the problem persists.
