that should be fixed with this upload.
an upstream patch to fix this issue is in this upload:

 gnome-panel (2.9.91-0ubuntu3) hoary; urgency=low
...
   * debian/patches/02_menuspeed.patch:
     - patch to speed up the menu opening (Hoary: #5643).

Upstream's comment:
"Another approach. This might be better... or not. With this patch, please pay
attention to submenus. Are they slow to appear or not?"
