Comment 7 for bug 313218

All,

I am unsure that it would be considered a bug, instead, a set of decisions,
based on your environment (routers, hosts, ISP, security) and a set of
configurations. I am working on a decision tree and documentation to help
fix this problem. Please give me a few weeks.
